一般指第一次国共合作时期在广州和武汉建立的革命政权。其前身为以孙中山为首的大元帅府，1925年7月1日改组为国民政府，通称广州革命政府。北伐军攻克武汉后，1927年1月国民政府由广州迁至武汉，通称武汉国民政府。接受其管辖的有全国南北十一个省。积极支持反帝反封建运动，支持湖南、湖北农民运动。蒋介石发动四一二反革命政变后，在南京另立国民政府。七一五政变后，武汉和南京两个国民政府合二为一，通称南京国民政府，又称国民党政府，成为完全代表帝国主义、封建主义和官僚资本主义利益的政权。
