国家行政机关制定的规范性文件。依据制定机关的不同可分为国务院部门规章和地方政府规章两大类。前者指国务院组成部门及直属机构在其职权范围内制定的规范性文件；后者指省、自治区、直辖市和较大的市的人民政府依照法定程序制定的规范性文件。
