1.简称土改。指中国共产党领导的废除封建土地所有制，实行农民土地所有制的革命运动。在党的“依靠贫农，团结中农，有步骤地、有分别地消灭封建剥削制度，发展农业生产”的土地改革总路线和总政策指引下，发动群众开展斗争，没收地主阶级的土地，分配给无地或少地的农民，从政治上、经济上打倒地主阶级，解放农村生产力。第二次国内革命战争时期，在苏区进行了土地革命。第三次国内革命战争时期，解放区进行了土地改革。中华人民共和国成立后，全面地进行了土地改革，到1952年9月，全国范围内的土地改革基本完成。

2.泛指对土地所有制进行的改革。有不同方式。
