1. 大声地说。

   《史记·夏本纪》：“ 皋陶 拜手稽首扬言曰：‘念哉，率为兴事，慎乃宪，敬哉！’”《汉书·萧望之传》：“ 朋 出扬言曰：‘我见，言前将军小过五，大罪一。’” 宋 吴曾 《能改斋漫录·记事二》：“ 庠 于广坐扬言曰：‘七十致仕，礼之正也，当自大臣为始。’” 清 袁枚 《随园诗话》卷六：“ 芍亭 曰：‘夜来 寒影堂 中，不知何人扬言曰 谢山 得子，故来贺耳。’”

2. 对外宣扬或故意散布某种言论。

3. 夸大其辞。

   《大戴礼记·文王官人》：“饰貌者不情，隐节者不平，多私者不义，扬言者寡信。”
