指工人农民外，没有固定的职业，依靠自己劳动或依靠很少生产资料自己经营为生而生活贫苦的人。

1. 贫苦的人民。

   《管子·侈靡》：“巨瘞堷，所以使贫民也。” 尹知章 注：“瘞堷，谓壙中埋藏处深暗也。贫人虽无财而有力，故教之巨瘞堷以役其力也。” 唐 孙樵 《书田将军边事》：“加以败卒贫民，持兵羣聚，因缘刼杀，官不能禁。” 清 周亮工 《书影》卷二：“吾乡贫民，冬月操作，怯寒僵手，则为地窖以居。” 瞿秋白 《赤都心史》一：“演古代 罗马 贫民革命，且有些英雄主义的色彩。”特指无固定职业而生活穷苦的人。如：城市贫民。

2. 使民贫穷。

   《管子·法法》：“贫民伤财，莫大於兵。”《淮南子·要略》：“厚葬靡财而贫民，服伤生而害事。”
