1. 陈述事情。多用于下对上。

   《三国志·魏志·董卓传》：“召呼三臺尚书以下自诣 卓 府启事。”《旧唐书·高宗纪下》：“八月辛丑，上痁疾，令太子受诸司启事。”《红楼梦》第十八回：“﹝巡察地方总理关防太监﹞指示 贾 宅人员何处出入，何处进膳，何处启事，种种仪注。”

2. 陈述事情的奏章；函件。

   《晋书·山涛传》：“ 涛 所奏甄拔人物，各为题目，时称‘ 山公 启事’。” 南朝 梁 沉约 《谢赐甘露启》：“不任欣贺，谨以启事谢以闻。” 元 辛文房 《唐才子传·殷文圭》：“ 文圭 后饰非，遍投启事公卿间。” 清 钱谦益 《吏部文选清吏司员外郎张振秀授奉直大夫制》：“适当选人之阙，如茅之拔，几遍於丘园；积薪之流，半登於启事。”

3. 公开声明某事的文字。多登在报刊上或贴在墙壁上。
