一国应他国的请求，将在其境内被他国指控为犯罪或已判刑的人移交给他国审判或处罚的行为。是一种国家行为。一国是否接受他国的引渡请求，由该国自行决定，除非负有条约义务。可以提出引渡请求的国家有罪犯国籍所属国、犯罪行为地国和受害国。主要指普通刑事犯罪的引渡。政治犯不引渡。
