强盗和小偷（总称）。

1. 劫夺和偷窃财物的人。

   《周礼·天官·小宰》：“五曰刑职，以詰邦国，以纠万民，以除盗贼。”《荀子·君道》：“禁盗贼，除姦邪。” 杨倞 注：“盗贼通名，分而言之，则私窃谓之盗，劫杀谓之贼。”今俗称强取曰盗，私偷曰贼。 元 孙仲章 《勘头巾》第一折：“俺这犬吠柴门和月待黄昏，只除是盗贼不敢来相近。”

2. 指抢劫偷窃的行为。

   唐 元稹 《告畬三阳神文》：“饥饉因仍，盗贼仓卒，閭落焚燔，城市剽拂。”

3. 对反叛者的贬称。

   《史记·秦始皇本纪》：“其后公卿希得朝见，盗贼益多，而 关中 卒发东击盗者毋已。” 宋 陆游 《董逃行·读古乐府拟作》：“ 汉 末盗贼如牛毛，千戈万槊更相鏖。”

4. 指外族入侵者。

   唐 陈子昂 《上蜀川军事》：“臣伏惟 松潘 诸军自屯镇以来，於今相继百十餘年，竟未闻盗贼（指 吐蕃 ）大侵而有尺寸之效。”《明史·杨继盛传》：“盗贼（指 俺答 ）伏莽，徒慑国威不敢肆耳，今知朝廷畏怯，睥睨之渐必开。”
