赦免的一种。以国家命令的方式对已被判刑的特定罪犯赦免其刑罚的全部或一部分。

1. 特予免除。

   宋 王安石 《谢免南郊陪位表》：“伏蒙陛下特赦尤违，曲垂念听。”

2. 特别赦免。

   《宋史·河渠志三》：“知县 宋炎 亡匿不敢出，特赦其罪。” 清 赵翼 《瓯北诗话·杜少陵诗》：“帝特谓 曲江 曰：‘卿无以 王衍 知 石勒 故事，而害忠良。’遂特赦之。”

3. 国家对某些犯人减轻或免除刑罚。

   《光明日报》1982.12.4：“ 周恩来 总理曾邀请包括他在内的第二批特赦人员到 中南海 作客。”
