2. 分立门类，记一代典章制度、文物、故事之书。

   《旧唐书·儒学传下·苏冕》：“ 冕 纘国朝政事，撰《会要》四十卷，行於时。”《明史·陶凯传》：“ 汉 、 唐 、 宋 时皆有《会要》，纪载时政……宜依《会要》，编类为书，庶可以垂法后世。”
