又称哀的美敦书”。意思为，谈判破裂前的最后的话”。是一方或一国就自己提出的最后条件，要求对方在一定时间内给予明确答覆，否则将要采取强制措施的书面通知。

1. 一国对另一国提出的必须接受其要求，否则将使用武力或采取其他强制措施的外交文书，这种文书限在一定时间内答复。又称“哀的美敦书”。
