《左传·宣公二年》记载，公元前607年，宋国和郑国打仗，宋国主帅华元在作战之前杀羊犒赏部下，但没有赏给他的御者。这个御者怀恨在心，等到作战的时候，他为华元驾车，说：那时赏羊是你为政，今天赶车就是我为政了。说着就把车赶进了郑国的阵地，使华元成为郑国的俘虏。后来就用各自为政表示各人按照自己的主张办事，不从全局出发，也不与别人协作。
