1. 古时有别于邸报的非正式官报。

   宋 周麟之 《论禁小报》：“小报者，出於进奏院，盖邸吏辈为之也。比年事有疑似，中外不知，邸吏必竞以小纸书之，飞报远近，谓之小报。” 宋 赵昇 《朝野类要·朝报》：“日出事宜也。每日门下后省编定，请给事判报，方行下都进奏院报行天下。其有所谓内探、衙探之类，皆衷私小报，率有漏洩之禁，故隐而号之曰‘新闻’。” 宋 朱熹 《答蔡季通书》：“适见小报， 元善 已得 浙江 提举。”

2. 版面较小的报纸。一般指四开报纸，以别于对开报纸。亦有以声望、内容等相别者，常指影响较小，读者层次较低，内容通俗的报纸。

   鲁迅 《书信集·致赵家璧》：“问文学社，云并无其事，是小报上造出来的。” 帅孟奇 《忆念黄励同志》：“事后，有个小报记者，在报上报导了这次审问的情况，说共产党员英勇不屈。结果那个小报记者也被特务逮捕了。”

3. 旧俗称报丧之单，先讣闻发出。
