指深入大陆内部、非直通外海或仅有短小水道通往外海的海域。如土耳其的马尔马拉海。也指采用直基线法划定领海时，位于直基线以内的海域，如中国的渤海和琼州海峡。这种水域有时称内水。

1. 亦称“ 内陆海 ”。除了有狭窄水道跟外海或大洋相通外，全部为陆地所包围的海。如 地中海 、 波罗的海 等。

2. 沿岸全属于一个国家因而本身也属于该国家的海。如 渤海 是我国的内海。
