1.明清两代地方官名。明代为防边或平乱而临时派到地方的军事官员，清代正式定为地方最高职位，掌握一省或二三省的军政大权，如两广总督。

2.英联邦部分成员国，设有由英王任命的总督，作为英王的代表。此外有些宗主国在其殖民地的代表也称为“总督”。

4. 宗主国驻在殖民地的最高统治官员。在 英联邦 内 英 王任命的自治领最高级官员也叫总督。
