一国公民因政治原因为避免遭受迫害而逃亡他国，并要求他国准予居留的行为。准予逃亡者居留、不把他引渡回国，就称为庇护”，即同意政治避难。我国宪法规定，对于因政治原因要求避难的外国人，可以给予受庇护的权利。

1. 亦称“ 政治庇护 ”。一国公民因政治原因逃亡他国，请求该国准予居留的行为。一国接受上述逃亡者的请求，不予引渡，准予居留的权利叫“庇护权”。
