向司法机关揭露犯罪分子及其犯罪事实，并要求依法惩治的行为。控告目的是为保护自身的、集体的或国家的合法权益。

1. 申述，告诉。

   《左传·襄公八年》：“敝邑之众，夫妇男女，不遑启处，以相救也。翦焉倾覆，无所控告。”《三国志·魏志·齐王芳传》：“朕以眇身，继承鸿业，煢煢在疚，靡所控告。”《太平广记》卷二七七引 唐 戴孚 《广异记·吕諲》：“ 諲 便仰白：母老子幼，家无所主。控告甚切。” 清 刘大櫆 《吴节妇传》：“以一女子寂处闺门，心思既无所控告，况煢煢孱嫠，抱数岁之孤。”

2. 向有关部门告发。

   唐 元稹 《弹奏剑南东川节度使状》：“其庄宅等至今被使司收管，臣访闻本主，并在侧近，控告无路，渐至流亡。”《二十年目睹之怪现状》第七回：“钱庄上的人大吃一惊，连忙到会审公堂去控告。” 沙汀 《丁跛公》：“于是帐房向他指明，这事早就有人向县里控告了。”
