奉行独立、自主和不结盟政策的国家。20世纪60年代初铁托、尼赫鲁、苏加诺、纳赛尔等倡导不结盟运动，1961年9月在贝尔格莱德举行了第一次不结盟国家和政府首脑会议，有25个国家出席。至1996年，不结盟国家增至113个。
