指一个国家，两种制度。是中国共产党于1978年十一届三中全会后提出的完成国家统一的基本国策，即在一个中国的前提下，在大陆实行社会主义制度，在香港、澳门设立特别行政区，实行资本主义制度。这项政策也适用于台湾。
