作为一个政治单位（如殖民地、州或省）的统治者、行政首脑或名义上的领袖而被选举或被任命的官员--亦称总督、省长。

1. 《周礼》官名。一州之长。

   《周礼·地官·司徒》：“州长，每州中大夫一人。”《周礼·地官·州长》：“各掌其州之教治政令之法。”

2. 指古九州之方伯。

   《诗·周南召南谱疏》：“《尚书》谓 文王 为西伯…… 殷 之州长曰伯，谓为 雍州 伯也。”

3. 后世借指郡守。

   宋 曾巩 《奏乞复吴中复差遣状》：“臣忝任州长，不敢不言，谨具状奏闻，伏候勑旨。”
